Gilmore Hodge was a member of the United States Army during World War II, assigned to the Strategic Scientific Reserve.

World War II[]
Gilmore Hodge was assigned to undergo training at the Strategic Scientific Reserve and was one of several candidates selected for Project: Rebirth. He made poor impression on operations supervisor Peggy Carter and was punched in the face in front of the Director, General Chester Phillips.
Despite his attitude, Hodge excelled in physical training and ability to follow orders. This led to General Phillips preferring him as the top choice for the project. However, Hodge's cruelty towards Steve Rogers did not endear him to Dr. Abraham Erskine, the creator of the Super-Soldier Serum.
