Peggy Carter was an agent of the British Secret Intelligence. During the events of World War II, she was recruited to the Strategic Scientific Reserve and worked on Project: Rebirth. During her time at the SSR, she became the lover of the heroic icon, Captain America.

Peggy Carter supervised a young skinny Steve Rogers on his training at Camp Lehigh. Rogers would always come last in exercises but Peggy saw determination and perseverance in Steve. In one exercise, Peggy witnesses Steve commit a self-sacrificing act of bravery by covering a grenade with his body. Turns out, General Phillips was testing the recruits. Peggy escorted Steve to a secret SSR facility where he is to undergo the super-soldier treatment.
Peggy watches as Steve transforms into a super-soldier. While examining Steve, Dr. Abraham Erskine is shot by a Nazi spy, who then steals the last remaining serum. Peggy tries to prevent the spy from escaping by shooting his getaway driver. The assassin steals a car and tries to run down Peggy who was saved by Steve. Steve pursues and captures the assassin but the latter commits suicide. Peggy comes to aid Steve but the assassin is dead and the serum is lost.
